Randomly apon coming through a nether portal the sensitivity of the mouse slows to unplayable conditions. It also randomly happens if you stay idle for a long period of time.

Does MC-29454 describe your issue ?
Does it still happen if you bind "Cinematic Camera" to a key, e.g. F8 ?
