To recreate:
1) Put the setting 'Anisotropic Filtering' to OFF
2) Place down Item frames
3) Go back into the Video setting and change 'Anisotropic Filtering' to 8
4) Look at the item frames

I have the same problem, and I have noticed that interacting with any item frame (either knocking the item in it off, or rotating the item in it) will make all item frames instantly render correctly. While not a fix it might help gameplay until a fix is found.
I am having this problem when I change my texture pack as well, though changing any item frame in any way fixes the problem
