[MC-329] Wither Skeleton

*What I expected to happen was the wither Skelton should spawn naturally.

*What actually happened was you have to go into creative and spawn in wither skeletons just to get the heads.

Steps to Reproduce:
1. Go to Nether.
2. NO WITHER SKELETON!!

Wither skeletons only spawn in nether fortresses, like blazes. Not a bug.

Are you in a nether fortress? If so, it's a bug - but I'm guessing you're not.

They only appear in nether fortresses, won't appear on peaceful, and aren't very common.
