Permanent rain in 13w39b

Rain persists permanently can can't be deactivated with the /weather clear or /toggledownfall commands.

Restarting the server made the rain stop. However I think that the inability to turn off the rain may be a bug.

After restarting all the commands for changing weather work.

Our snapshot server at incraftion.com also observed this problem. However after forcing a restart, the rain was gone.

Before the restart, I watched the weather to see what was happening. It appeared that the rainfall was "trying" to go back to sunny weather, but every tick the server was forcing the weather status back to "rain", despite the /toggledownfall.

Not exactly sure what caused this but I'm guessing it was some synchronization problem.

I don't really consider this "resolved", but a workaround is now known. As long as the server forces "rain" status due to desynch(like) issues, this is not a resolved issue.

I recently experienced this for the second time. My buddy was on my cubedhost server running 13w39b and said the rain was going for 5 days when he logged off. I logged on after work today and its still raining. I remember last time the usual commands didn't work, but I can't tell you how I fixed it (I think it was restart, then enter toggledownfall).

Here is what I will try, in order, and include results below.

1) enter command toggledownfall: sky flashed but rain continued
2) enter command toggledownfall again: sky continued to flash, but rain continued
3) weather clear 24000: no effect
4) server restart: clear skies
