[MC-33333] command block coordinates glitch.

For testforblock and setblock commands in the command block There is an occasional bug when you enter the coordinates. It takes whatever coordinates you entered, and the x and z coordinates get subtracted by two (does not apply to relative coordinates, such as x=~1)
