[MC-33714] Changing Weather drops FPS

Changing of weather causes a FPS drop. It once reached 7FPS. I normally get 40-50FPS.

Does the fps drop occur

only if rain is visible and not in deserts and in snowy biomes ?
if you switch off particles ?
if you swtch off sound ?

My FPS drop doesn't depend on the weather or what biome I am in at all. In 13w39b and before, my FPS generally runs anywhere from 20-25 (I am on a slower computer). When I switched to the latest snapshots (13w41a and 13w41b) my FPS drops to anywhere from 0-5. This drop in FPS is not related to any changes I make in the video or sound settings. For now I have switched back to snapshot 13w39b and my FPS is back to normal (for me).

Is this still a concern in the current Minecraft version 1.7.2 / Launcher version 1.3.1 ? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
