Anvils sometimes don't place when falling in multiples.

Anvils sometimes don't place when falling in multiples. They instead pop out and become a dropped, slightly damaged anvil.

What I expected to happen was...:
Should become a placed slightly damaged anvil once resting

What actually happened was...:
Sometimes an anvil will pop out (like when breaking blocks in survival) and become a drop instead.

Steps to Reproduce:
1. Build a wool tower (I did 30 high)
2. While descending, place anvils down the towers side.
3. When placing, leave gaps between each anvil creating bunches of falling anvils.
4. Check the ground surrounding the area for the drop.
5. Repeat if not produced.

It applies to all falling blocks (sand, dragon eggs), not just anvils. I believe becoming a drop is already the solution for this problem, otherwise the blocks could disappear completely.
