Bonemeal on dirt will not produce 2 block high flowers

When using bonemeal on dirt, grass and flowers will appear based on the biome type, but large flowers will not sprout.

What I expected to happen was...:
All flower types found in a specific biome to appear with bonemeal

What actually happened was...:
Only 1 block tall flowers grew.

Steps to Reproduce:
1. Find a biome will tall flowers (eg sunflowers)
2. Use bonemeal on nearby dirt
3. Notice all flowers in the biome, except tall variations appear
