SMP Server with same map from previous snapshots has permanent rain

I run a small snapshot server and we have been on the same map since the large generation changes. After upgrading to 13w41a the server seems to be stuck in constant rain. I checked all of the server settings and it seems to be fine except that there is nonstop rain. I have been through about 20 day night cycles and it has not been resolved.
