[MC-34897] Void effects appears in superflat world

If you are in superflat world below layer 10, void particles appear.
Also if you are in survival, void fog appear.
The sky is darker.
What I expected : No void effect for low superflat worlds.
What happened : Void effects appear like if you are in normal worlds.

I have exactly the same problem! I was about to create a new issue for it, lucky I searched before hand, I tweeted my screenshot to Dinnerbone, hopefully he does something about it! xD

I think it may be intended for high superflat worlds.

I can confirm that this happens, it happens on every type of superflat (original, custom).
