It was raining, so when I did /toggledownfall nothing happened, so when I tried /weather clear it didn't work either, then when I tried /toggledownfall again, it started flashing between raining and snowing.

Some mobs also seem to burn in "sunlight" while others don't. I watched a zombie burn to death while a skeleton standing next to it didn't. Fire also seems to spread even with heavy rain.
