When placing a map directly from hand-hold into an item frame the map shows the player's position.
In Creative Mode when removing a map-with-extra-arrow the arrows stay on the map. By placing the map and removing repeatedly you can get a map with many arrows. In Survival arrows duplicate only once.

What I mean is that a map placed in an item frame shows not only the map's pos but also placer's pos. Confirm by following:
1. Open a SMP server and obtain a map and a frame.
2. Place the frame then the map into.
3. Move this player away and another player come and see.
Then the second player will see a green spot and unexpectedly a white arrow pointing the first player.
That's intended, in creative mode. Right-clicking the frame with the map will put that map in the frame, but the map remains in your hotbar as well. It gets copied. This is normal for all item in creative mode. Using them does not use them up. Because you have a copy of the same map in both the frame and your hands, there will be two arrows on the map in the frame, one green, and one white. That's how it's supposed to work.
In survival, however, placing the map in the frame would remove it from your inventory, and thus there would only be the one green arrow. You can copy maps by crafting a map with an empty map, so if you did that, then placed one in the frame, but kept the other, there would be two arrows, just like creative mode.
When placing the map in the item frame, do you keep a copy of the map?
Maps show the location of all other copies of the same map that are either held by a player or placed in an item frame. In creative mode, using items doesn't remove them from your hotbar, so you should keep a copy of the map, even though you've placed it in the frame.
