[MC-3694] Minecarts appear to glide off of the rails when they actually aren't

If a Minecart is moving at a steady rate, sometimes it will appear to move while off the rail. See the picture below.

I have seen this happen before when you save and quit a world that a minecart is turning in and then open the world again.

After being near the minecarts for a while, it seems to work again.
