Map Item Frame Background turns white at edge of render distance

What I Expected to Happen:
Maps in item frames would fade in distance, like Paintings or regular item frames. I created maps with custom fill / transparency as well as partially loaded maps.

What actually happened:
The unfilled or partially filled section of an ItemFrame entity turns white at the edge of the visible chunks, as it approaches distance fog. To be clear- The map image itself is not an issue- it is the itemframe background rendering behind it. This is encountered with maps made in Survival mode as well as ones with custom data.

Steps to Reproduce:
1. Set render distance to 2 chunks. NOTE: This bug is visible at higher render distances as well, but it easier to test this way.
2. Right click an empty map, then let it load. Copy and place the 1:1 map on an item frame. The map should be completely filled.
3.Take the map copy and craft a zoomed out version, either 1:2 or 1:4. Place it on another item frame next to the first one. The map should be partially filled.
4. Facing the item frames, move away from them until they glow white.

Hmm, yes I can confirm this. This looks like the distance fog is not interacting correctly with blank portions of maps in item frames. Where the fog intersects blank areas, the fog is solid instead of translucent, making it highly visible from a distance.
