Confirmed to both

Could this just be MC-35714, and the rain sound is doubling up for a while, because it's still playing, but also restarts? Each of the four rain sound files are only 2 seconds long.

Confirmed in 1.8-pre2, please reopen.

Any reason why this is still reopened even though there is a fix version?

Still in the 15w40b but only if the sound is completely over (if you stay more than 3 seconds writing) but if you place a sign and click "done/scape" immediately it does not happen.

Fixed in 1.9-pre2 as a result of the fix of MC-35714.
Also happens when unpausing the game.
