Blocks are placeable over build limit

When using the AMPLIFED world generation setting, sometimes trees get generated with the top layer of leaves at y:256. At this height you are unable to place blocks except water and lava. This means that you can not replace the leaves once you've broken them.

How to reproduce:
Generate a new world in 1.7.2 using "AMPLIFIED" world settings and the seed: -7225359505972818499
/tp to:
x: 133
y: 256
z: 190
Break one of the leaf blocks in the top layer of leaves.
Try and replace it.

Can confirm
Blocks are normally not placeable over 255 (I would guess that's intentional), it's interessting that they generate higher than that.

One place any type of block through /setblock on the highest level.

This is impossible in vanilla survival.

If one can place water and lava at the highest possible level, one can generate cobblestone at the highest possible level.

I guess marking this as "Won't fix" is the best way, or "Works as Intended", as technically the maximum height is 256, the maximal regular build height is 255. I guess this is intended to prevent bugs.

It is irrelevant if you can generate cobblestone, this issue is that the game generates blocks that cannot be replaced in survival once broken. This should not be closed as "works as intended", atleast not in my opinion

Confirmed. And I think that this is a bug.

I still think this is to prevent more bugs. One of these "Fix a bug - Two new bugs on the code" things.
Mods haven't decided on these, neither did the Mojang team notice it, so the only thing we can do is wait.

Fixed in 1.8.2. And the title should be changed to reflect the actual bug that is being discussed, world generation is a separate thing.
