[MC-4006] Some of chunks not loaded, player stuck

After loading of world some of chunks don't loaded. One chunk intersect of rail road. Player run in minecart and stuck in missed chunk, leave minecart also impossible.

Plugins don't installed, server started with 1G ram_size.
