Shooting an arrow from a dispenser directly into another block causes that arrow to get stuck. It can't get picked up nor will it despawn. Sometimes it can be seen in an upright position and eventually returning to a horizontal position. The only way to pick it up is to destroy the encasing block.
In 1.6.4 the behavior is as expected; the arrow can be picked up and despawns.
Steps to reproduce:
1. Place a dispenser
2. Place a block in front of the opening
3. Shoot an arrow from the dispenser
4. Wait for the arrow to disappear or try to pick it up

An interesting quirk to this is that pressure plates and buttons will be depressed for as long as the arrow is stuck in the block.
The arrow will normally get stuck in between the dispenser and the block, and can interact and despawn as normal. With transparent blocks on the other hand, they get stuck and keep trying to stick to an illegal position. The arrow as a result will "fall" forever until the block in question is updated via pistons, or removed completely.
This is a bug, but is used in many maps to make always on redstone_lamps. Just remove the block and replace it and it will fix it.
And I was there protesting when people started doing that. Why do you rely on bugs to make maps? There are many ways to keep redstone lamps lit, maybe not as compact but they exist. See also: Jeb's Law.
We, as map makers, utilize the bugs for the amount of time that we can use them. When they get fixed, we will change how we designed them in our map. Might as well use the bugs to our advantage while they exist. 🙂
Yup, it's a bug. I'm also getting some problems with arrows in this new update . I tested that and the arrow gets stuck and we can't pick it up.
