[MC-40617] Map

When using paper to increase the size of a map through a crafting table, the paper is consumed, but the map area remains unchanged.

This happened to me in 14w06b. In the output cell it says it's the same scale, but when I Shift-click, it gives me the correct scale.

This is a serious issue. The map crafting doesn't work in [tested] version 1.9.x. It does work when just click dragging the map.
