When I place a redstone block, place a redstone transmitting block next to it, and place a redstone device on that block, the device does not become powered. It appeared that the redstone block did not power the neighboring block because when i placed the same devices directly next to the redstone block the became powered.

Redstone blocks work the exact same way as any regular powered block works (besides how redstone dust hooks up to it) so adjacent blocks do not get powered by redstone blocks.
