I don't know if it just me because if not see anyone with this problem. I have the villager breeder of tango tek (http://www.youtube.com/watch?v=Xlk-4jc8bsk) and I did the things in the discription. The villagers will give hearts but there are no baby villagers.
I hope you understand. English is not my first language!

I experienced the same thing with Tango's design, was unable to get it working. With the new trading scheme (assuming it doesn't alter too badly), this hasn't been an issue for me - I simply filled the stalls in my trading post with one of each villager type (multiple clerics and no fishermen) and don't have to continue my search for a perfect villager. It was very annoying though, to do so I had to build a mincart track to the nearest village and hijack them one by one while allowing them to breed there (which seems slower than normal).
docm77 and tangotek seem fairly unhappy with the change based on twitter and this video https://www.youtube.com/watch?v=yPzdI15TUKs . Note that the video explains how to get them to breed (which is a pain in survival and borks village auto-repopulating) and asks for community input. If you look at docm's twitter post here: https://twitter.com/docm77/statuses/422029215580450816 and Grum's response, I'm not sure how to interpret it...
Could this be why? Are you following the new process?
Villagers will now only breed when willing
The first time a specific trade is done, the villager will become willing, any other time there's a 1 in 5 chance the villager will become willing
When a baby villager is born, both parents lose their willingness
Finding out a villager's willingness in survival is difficult: The only tell is the amount of xp they give when trading; Normal trading yields 3-6 experience points, trading and making a villager willing yields 8-11 experience points
As you (and some others) note, it is hard to confirm in survival (without op and/or cheats to spawn in command blocks), but I know Docm77, tangotek and the zipkrowd guys have tested it. Assuming that this is the confirmed new design, despite the ongoing negative feedback, I would mark this as works as designed.
We use a similar design by I think docm maybe with 6 doors, a villager in a minecart(on and off switch), and a breeding cell directly below and it no longer seems to work after a very long time. We had it working for several hours and were picking off villagers to save for later, but now we have 4 and they won't breed. This design worked perfectly for months prior to the 14w updates. Have restarted server and clients.
