There is extreme lag (and by extreme, I mean it renders the game unusable) around the coordinates specified once all surrounding chunks have loaded in, so I suspect a certain chunk is "bad" somehow - I have my game set to load the max possible.
teleporting away from this location resolves the problem.

Additionally, I've now discovered than an ender farm in The End that was built under 14w02c is causing the server to completely lock up if anyone visits it.

Confirmed, I am also having this issue on my multiplayer server in chunks that run through my house. We even loaded a backup and replaced all blocks in the laggy chunks with air using the new /fill command and the low fps and lag was still present only in those chunks.

Huh, sounds familiar. Could you take a look at your debug log while/after these lagspikes occur? It reminds me of this issue I still have sometimes, and correlates with debug messages talking about very long chunk load times.
