When I open the F3 menu in the snapshot the pointer becomes a set of 3 lines, one red, one blue, and one green, that are joined together at the spot where the pointer should have been and shift as you move the mouse around the screen.

That is so you can see the X axis, Y axis and Z axis. That is an intended feature for the debug screen.
