I'm on 1.13 Android, and I tried to move a bell in a village but now it's stuck in my inventory. I can't move it to another slot, place it, or drop it.
I am playing on Bedrock edition 1.10.0.7, and I am having the same issue.
This happens for me as well when I join my brother's world. The same thing happens for him when he joins my world. It seems to only happen for people who aren't the world creator. This is when I play on a local world on a Wi-Fi network or cellular data.

That is so you can see the X axis, Y axis and Z axis. That is an intended feature for the debug screen.

Well, I'm sorry this is considered a duplicate, I saw that one and just wanted to point out that the second monitor caused it for me.
Just tried on SSP, same issue occurred and disconnecting second monitor fixed it again. Will attach crash log for this, too.
