[MC-45750] Skin's second layers will not toggle on

For some reason my skin's second layer will not toggle on at all, even the hat on the older version of the skin's head decoration. I have no idea if this is just me or not. This problem may not just be with the snapshot in use, because I have the same problem in 1.7.4

I'm having the exact same problem and ive just made myself a really good skin too that heavily relies on the second layer

Yep. I am getting this too. I tried to fix it by relogging, reuploading, and restarting. The left and right legs and arms work perfectly well, though.
