Had the same issue, but was an issue with graphics editor.
Please upload this template http://hydra-media.cursecdn.com/minecraft.gamepedia.com/b/b3/1.8_Skin_Template.png (from http://minecraft.gamepedia.com/Skin ) as your skin and see if the second layer still does not render.
