[MC-68179] second layer of skin does not render

The asymmetric inner layer of my skin renders perfectly, but I can never see the outer layer when I use the skin customization menu.

It doesn't matter what skin I use. The second layer never displays for me.

Anyone having this issue please try with the unaltered template skin from https://minecraft.net/images/4px_reference.png

It actually works with the unaltered template! If I change a single pixel, though, the outer layer goes away.

Use a different graphics editor.
