[MC-46175] Villages in superflat spawn with excessive librarians

I was goofing around in super flat when I stumbled across a village, so I looked at the crops and counted about 10 librarians, and there was 2 libraries

I sorta deleted it on accident. I just noticed it happened in survival on large biomes too.
