I can't destroy Packed Ice faster than using hand with any tools

Probably intended, just because the regular Ice block uses the Pickaxe as the tool, there is no proof that there is a proper tool for Packed Ice.

Confirmed. Packed ice block should be mined faster with a pickaxe than using the hand.
