[MC-47517] endermen walking too fast?

Not sure if this is a bug or a feature, but endermen's normal walking speed is now the same as their aggro walking speed.

Environment

OS X 10.8.5, the end

I can confirm the behaviour (in the overworld as well), but cannot say if it was intended.

This issue is RELATED TO, but is not a duplicate of MC-47451. This hapens with ALL ENDERMEN, not just once in awhile. They hjave increased speed before they're aggored as well. Please confirm.
