[MC-47775] It takes a lot more than 10 bone meal to grow saplings into trees

I've used an entire stack of bonemeal on one sapling before it will grow. Spruce saplings seem to be the worst.

This might be related, but in my underground tree farm, the outer row of saplings won't grow into trees. I'm wondering if it has to do with the vines growing on the walls...

UPDATE: Ok, i removed all the vines near one of the corner saplings, bonemealed it about 100 times and nothing.
