Placing a Sign with NBT Tags doesn't apply the tags to sign

Because it works fine in creative, and is blocked for any other gamemode, for security reasons. 🙂

Before I go, somehow when i gave the sign to somebody it work fine, but when I place it it give me a normal GUI. Is that a client side thing or server?
