Dropping Items In Spectator Mode

Im able to drop items previously in my inventory after i have switched to game mode 3

I would have thought i wouldn't have been able to drop the items

I was able to drop any items that were in my hand while in a different game mode then switching to spectator mode

1. Have any item in your hand while in Survival, Creative, or Adventure mode.
2. Switch or be switched to spectator mode
3. Attempt to drop item that you had in your hand slot or previous slot
