Going through the first night in a new survival in the biome "Sunflower Plains", I noticed that hostile mobs were not spawning, even though the game was set to Easy. Also, I noticed that through the middle of the night, the light level coming from the sky was marked as "15" in the F3 debug screen.
EDIT: My render distance was set to "6 chunks", and through a new world in the Extreme Hills biome, I found 1 creeper throughout several minutes of waiting.

I too am having this issue. I can be in an area I don't see a single light source, and may see one hostle mob the entire night
I am now playing on a super flat world and I am seeing normal spawn rates right now, though one time (all 4 times have been with the same seed) none of the villagers spawned.
Almost, try turning the difficulty to peaceful then relog and back to normal, see if that helps at all
What is your render distance set to?
