[MC-50607] /difficulty command does not respect "Lock World Difficulty"

The /difficulty command can still be used after locking the world difficulty using the menu option.

Technically, this is not a bug. Also, I have noticed the difficulty unlocked, but no longer does that.

Quite likely Working As Intended. Cheats can be used to override world settings, and the /difficulty command cannot be used unless cheats are enabled on that world.
