This error occurs randomly, sometimes when I'm in my singleplayer world, sometimes before it's even at the menu. I don't recall this happening when connecting to multiplayer but I typically use 1.7.4 for that. I've tried updating LWJGL, uninstalling and reinstalling java fully which includes sweeping the registry of all java entries I could find, and I've deleted .minecraft on over 15 different occasions, all of which has only caused more issues.
This isn't a major issue as it doesn't happen a lot...but it's definitely annoying when you have issues with another mod that are near impossible. It seems to be not related to anything, but who knows.

I was able to replicate it in vanilla by simply double clicking on the Minecraft icon in the taskbar.

I've seen that minimizing the game could be a cause of this, and that looks to be the case.
From your environment field:
Using 1.6.4 modded (77 mods) with more permsize allowed as well as latest forge, everything else remains unchanged
From that, it sounds like a heavily modded environment. If not, please attach a FULL crash report.
Based on that error, this is a technical support issue. For technical support please use the Mojang Support Center.
It doesn't look like there are any legitimate options that could help me frmo the link you've provided. I've posted this on the community forums with no response, I've looked through the wiki and troubleshooting articles, this is the bug tracker, the crash lookup page was not found, and hopper has nothing about my issue. The only thing I haven't tried is the IRC, if the forums won't work I doubt the IRC will.
This ticket is invalid as it relates to a modified or 3rd party client, server, or launcher.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
This site is for addressing issues related to the base unmodded Minecraft; Bukkit, Forge, Optifine, or any other modded system invalidates your ticket, unless the behavior can be reproduced in Vanilla.
Additionally, if you have problems on large-scale modded servers, please report it to their site. It's probably not a bug in Vanilla Minecraft.
