[MC-50888] Can get out of 30,000,000 area

The bug

When reaching x or z 30,000,000 or -30,000,000 there is an invisible wall that prevents one from walking any further. This was implemented in 1.7. It does not stop one when riding a horse.

Can confirm for MC 1.12.1, you'll get teleported back to 30,000,000 shortly after though.

Confirmed for 1.13.1, but after 9 - 11 blocks it will tp you back.
