[MC-53444] You can get outside of the worldborder by mounting a rideable entity (boat, pig, etc.) outside of it

The bug

You can mount entities which are outside of the worldborder.

How to reproduce

Spawn a ridable entity, such as a boat, some blocks away from you
```
/summon boat ~10 ~ ~
```
Center the worldborder on you
```
/worldborder center ~ ~
```
Set the worldborder size to not contain the ridable entity anymore
```
/worldborder set 14
```
Try to mount the entity

still in 18a, but now you need to set up the track before bringing in the border.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
