[MC-73361] Exiting a minecart / boat can put the player outside the border

I know this sounds similar to MC-53444 but that is going out of the world border by riding a minecart outside of the border. This can be done all within the border, without anything but survival mode. I'm surprised this bug wasn't already posted here. I searched for if there is any beforehand.

I don't see how this is any different from MC-53444. Can you explain the difference?

This one can be done entirely in survival mode, while in the world border. No need to place any carts or tracks outside the border.

Oh, I see what you are saying. This bug is that when you dismount a minecart, you can be placed outside the border. Also occurs with boats.

Is this still an issue in the current Minecraft Snapshot 15w46a or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
