Before the 1.8 snapshots merging enchanted books never added to the repair cost when you merged them. (you could make a Eff V, Unb III, Silk touch I diamond pick with just books) Now if you have enchanted books at level I and try to go to V or III, making the pick is impossible.

You can make the pick just fine, I just tested and verified. You were referencing the cost of making/repairing not the inability to create it... which is cannot reproduce anyways.
I am referencing that to put to eff IV books together that you made from eff I books costs more than two eff IV books gotten by lvl 30 enchants. 16 eff I books = 1 eff V book, 4 Unb I books = 1 Unb III, and 1 Silk Touch I book cannot be put on a new diamond pick. I only tested this in the latest snapshot not the previous snapshots.
So the inability to make a pick with only books is intended? Whaaaaat? I realize that the repair cost should go up when repairing, but in the creation of the tool?
