[MC-52369] Blazes and Withers Spawning randomly in the Nether

Hello,

I deleted the "world_nether" of my server, so I could completely reset it and now wither skeletons and blazes are spawning randomly in some places and they are not fortresses.
I am not what is causing this.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/finding-minecraft-data-folder]) here.

1. Suspect modded server due to inconsistent nether map folder, should be DIM-1 modded client/server is not supported here.
2. Deleting your nether map deletes the map and the blocks, you forgot your fortress.dat in a separate folder.
