[MC-52566] Floating saplings and rails by /setblock

using /setblock command you can place "saplings" "rails" and other blocks on air.

/setblock ~ ~ ~ sapling

If this is intended, why doesn't it work for redstone wire and redstone torch?

because the wire and torch instantly get an update because it checks for a block to power/get power from
