Skin failing to load to personal player, sometimes halting skin design and annoying lots of players.
What I expected to happen was that the skin would normally load as usual, but something peculiar happened...
The skin failed to load, and i saw the Basic Steve skin, a sign that my skin failed to load, but when i asked other players about it, they said they were having the same problem, but could see my skin just fine, and i responded the same to them.
Steps to Reproduce:
1: Go on any server/save
2: There is a chance the bug will occur.
3: If failed to reproduce, you might have to log in again.
(EDIT: Spotted in 1.7.8, the chance f it happening dropped largely. Still happens, needs attention)

Okay, Sure. Updating it to fit that, as I just saw players experiencing it.
(EDIT: I think it just might be a error in realizing that the website Minecraft.net has sent a new skin, and it ends up defaulting. Might not be the cause, but I think I'm close to the actual cause, I might see if I can analyze the file(s), even though I'm one heck of a rookie at this still.)
Odd, I have this always in 1.7.5, but never in 1.7.8.
Yeah, it's chance of happening has dropped significantly. It still is annoying, even though it doesn't effect me directly, I see other players complaining about it. Trust me, it is quite annoying for me. I make my own skins, and the bug really set me back.
I have the same bug except backwards. I can see my skin fine, but can't see my sisters as she is Steve. She sees me as Steve but sees herself with her skin.

I have duplicated this issue when the host of the LAN world is on a Windows 8.1, on a Windows 7 and on OSX 10.8, 10.9, and 10.10.
The same issues is presents regardless of which other machines the other players are on including all of the above as well as Windows XP and the latest Linux Ubuntu.
I have duplicate the problem with different accounts hosting (my household has 4 plus 8 other regular players that come by the house and play with my kids.
In all cases, the person that is hosting the lan world sees their own custom skin and the custom skin of all other players. All other players see each others' custom skins, but all other players see the host as Steve skin.
Let me repeat one more time...
Same thing is happening to me with 1.7.10. Other on servers can see my skin perfectly, but I see myself as a Steve. I've already tried replacing my skin.
Sorry Shane, but your descriptions of MC-52773 and MC-52974 use almost the same exact words to describe the problem.
In any case, I'd add 14w32d to both.
(The 4-way relates-to network this is part of is really messing with my head. Hopefully if Mojang wanted to tackle one of them they could deal with all four)

Is this still an issue in the most recent versions (currently that is 1.10.2, or 16w42a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time. If you are the owner/reporter of this ticket, you can modify the affected version(s) yourself.
Please confirm you experienced this in 1.7.8 and not 1.7.7
