The hat on the skin I have is not shown. This might not be a bug, but I do not know where to report something like this. I have made sure that in the "Skin Customization" it's "Hat: On".
Please help me or redirect me to wherever I should report this.

This Is happening to me, too. Anyone know how to fix this? It's extremely annoying, especially when you spent a long time on the skin and it doesn't even show up properly.
This is happening to me too, but it only started happening for me in the pre-releases. I thought it had something to do with my arms being skinny, but my hat layers are still gone!
Also, on the player heads, my 3d hair is there regardless!
Also, I've just put my skin back to my 1.7 one, and my hats are back!
One solution! I had the same problem. I noticed that Tobias' hat had pixels on the hat on all four sides, but kumasasa's did not. I found that by removing the pixels on the bottom of my previously full hat fixed the problem. The issue is, apparently, with having pixels on all six sides of the hat. At least one must be blank. Only tested on 1.8.1 creative singleplayer.
I got this glitch in 1.8.1, and I have attached files to show it. The "Hat" option is set to "On", but my hat won't show up. It seems like the option is internally stuck to "Off" and the button does nothing, are the options stored anywhere besides options.txt?
(Note: Launching without Optifine didn't do anything, the hat is still stuck off)
Cannot confirm in either version (My glasses = hat layer).
Sorry for the nudity, but 1.7.9 is not rendering my clothes...
