[MC-53193] Enchanted Book consuming levels, but not applying enchantment

Using an Enchanted Book (Protection III) on Diamond Chestplate (Projectile Protection IV) at an anvil consumes levels, but does not appear to apply the Protection III enchantment.

You cannot use any protection enchantments (fire, projectile, blast, protect) on an amour piece that has it. Example:

You can have Blast protection, but once you have that, you can't have any other protections on.

So this is not a bug. It says so in the Minecraft Explorer Pro app avalible for iPhone, iPad and iPod touch.

The bug is that the anvil consumes XP even if the enchantments are invalid.
