[MC-53422] Terrain customization scroll really buggy

When you are trying to create a custom terrain in the latest snapshot and trying to scroll down on the customization stuff it's really buggy!

What I expected to happen was a smooth scroll down

What actually happened was a really "jerky" scroll and it sometimes goes up instead of down.

Confirmed. It works as intended using the mouse wheel, but dragging it by clicking causes the jerkiness, often moving in the opposite direction as intended.
