[MC-53464] Scrollbar in all lists act weird / unresponsively

What I expected to happen was for the list to scroll down.

What actually happened was that when I scrolled down, the list scrolled in reverse.

Steps To Reproduce:
1. Go to Mutliplayer or World Customization.
2. Scroll the scrollbar with the cursor on the inside, then do it on the outside.

This has been tested on the multiplayer list and the world customization lists.

Try using the scroll wheel. Does it also have the bug?

The scroll wheel works but somewhat slow.

Yes, this seems to happen when you move the scroll bar while having the pointer outside the bar.
