Menu scroll bar ineffective after a few seconds

When using the scroll bar in any menu, it is very glitchy and seems to scroll the opposite way that I tell it to. Also, when it does cooperate, it scrolls a lot slower than normal. I appologize if this has already been reported; I checked, but couldn't find anything similar.
