no water in river biomes

A friend and I were playing in a LAN world. I went to find sand while the host player was at base, but when I was going through the forest, I found rivers that were nothing but pits of dirt.
I pressed F3 so I could see the biome and it was a river.

PS. I had the river size set to 5.

Did you change the ocean level? That will also affect the water level of rivers

That happens when the height of a river is above sea level. It becomes a dry riverbed. Usually in a non-custom map you can find them but there's always a non-dry part of the river close by (they seem to do it for no more than 50 or so blocks). If you're seeing it for long distances on rivers then it's not the normal dry riverbeds. Possibly raising the level of oceans doesn't raise what sea level is defined as.

yes I set the sea level to 54 but I thought since it said "sea" it would not affect rivers.

Maybe there should be individual river height AND sea height settings.

Default world, 1.8.4. Sea next to a river in a jungle, no water in river.
