Rivers often generate without water, and are too shallow. This happens with nearly EVERY river, if you find one and follow it, chances are you will hit a dried up part. This seems less likely to occur with rivers that do not have steep banks, such as rivers in Ice Plains biomes. In Extreme Hills biomes, the problem is worse, and rivers can dry up for great distances. This generation issue has been around ever since the 1.7 biome update, and long before it. Finding realistic rivers that go on for a good distance without drying up is difficult.

This has been in the game for a long time, and I think this is intended. The water level has always been 63 blocks, and the average terrain height is not far above that.
I just don't believe the developers intentionally wanted the land level in river biomes to frequently rise above the sea level, creating dry portions of rivers.

I can deffentley confirm. ALL rivers I have explored in the latest 1.8 snapshots had no water in it.
It may cause they are generating at too high levels. Since it looks like normal landscabe on a normal world/server.
